City of Santa Cruz Appoints Bonnie Lipscomb as Deputy City Manager

The City of Santa Cruz recently announced the appointment of Bonnie Lipscomb as its new Deputy City Manager. Lipscomb, a dedicated leader within the City organization since 2007, brings over 25 years of experience in economic and community development, including more than two decades in local government.

In her previous role as Economic Development and Housing Director and Executive Director of the Successor Agency (formerly the Redevelopment Agency), she has been instrumental in shaping Santa Cruz through transformative public-private partnerships. Her leadership has been key to landmark projects such as the Santa Cruz Warriors Arena, Tannery Arts Center, Monterey Bay National Marine Sanctuary Exploration Center, Riverwalk and Water Street Apartments, and the Pacific Station South Mixed-Use Development Project.

“Bonnie’s work has significantly strengthened our local economy and enriched our community,” said City Manager Matt Huffaker. “Her strategic vision and deep commitment to Santa Cruz make her an ideal fit for the Deputy City Manager role.”

Lipscomb is also a highly engaged community leader, demonstrating her commitment to the region's growth and innovation. Bonnie is a founding board member of Santa Cruz Works, in addition to serving on the boards of the Bay Area Development Company and Santa Cruz Community Credit Union, and as vice-chair of the Santa Cruz County Chamber of Commerce. She has also held leadership roles with Pacific Collegiate School and its foundation.

Her contributions to the region have earned her multiple honors, including being named Person of the Year by the Santa Cruz County Chamber of Commerce in 2022, and most recently, inclusion in the Silicon Valley Business Journal’s Power 100 list for 2025.

As Deputy City Manager, Lipscomb will support citywide initiatives, policy development, and organizational leadership in the City Manager’s Office, continuing her long-standing commitment to building a vibrant, inclusive, and sustainable Santa Cruz.
